This is what most New Jersey operators can produce today. The requirements are real. The records mostly are not.

The cargo compartment must lock and be inaccessible from the passenger area.

A GPS device must be permanently or temporarily affixed during operation, remain active in transport, and allow location to be reported to the Commission on request.

Working climate control
Heating and air conditioning appropriate for correct storage temperatures. Flower Freight records temperature readings as supplemental transport evidence.

Vehicles, insurance, drivers
Register each vehicle against all five state requirements. Upload your certificate — we check the coverage and warn you at 30, 14, and 7 days. Add your drivers and send them a login.
Every run
Manifest, GPS, signature
Prepare the manifest per recipient. The driver starts phone-based GPS recording; observed locations and tracking interruptions become part of the record. Receiver signs on the driver's phone.
When asked
One export
GPS trail, temperature log, signed delivery, manifests, and both parties' license and insurance status at the time of transport.

The record comes from
the phone in the van.

Add a driver and send them a login. On a run they see each stop, navigate to it, mark arrival, log the cargo temperature, and hand the phone to whoever's receiving so they can sign.

Location can only be recorded by the driver actually assigned to that run. That's enforced at the database, not by policy — which is what makes the record worth having.
